MANGALURU: Mangaluru City South MLA J R Lobo is all set to launch a battle against the most controversial government directive that makes Forms 9 and 11 compulsory for registration of land.
The MLA said that he has already raised the issue in the Assembly and now that a special meeting is being convened as per the directions of Speaker Kagodu Thimmappa and minister for rural development and panchayati raj H K Patil. Lobo demands that Forms 9 and 11 of the Panchayati Raj department should be limited only for fixing and collection of tax in villages.
“Common men in Karnataka, especially those people in Dakshina Kannada, Udupi, Uttar Kannada and Malnad suffer due to introduction of Forms 9 and 11 by the department of Panchayati Raj. Forms 9 and 11 should have been limited only for the purpose of fixing of tax and collection of the revenue. However, people are forced to obtain Forms 9 and 11 from their respective gram panchayats even for land conversions, single site approvals, sale of land and registration. As a result, most of the people are not able to sell their land. I have already raised the issue in the State Assembly and a meeting in this regard will be convened by the minister soon,” Lobo said.
He pointed out instances wherein panchayat development officers (PDO) refusing to issue Forms 9 and 11 without gram panchayat resolutions. “It is unfortunate that PDOs of many gram panchayats wait for gram panchayat resolution to issue Forms 9 and 11 even though those are documents meant only for tax collection. I will take forward the fight against the anomaly inside the Assembly to find solutions,” Lobo said.
